Guidelines for Residential Foundation Engineering

The following report, provided by Mr. Ottis Foster, chairman of TCEL's Residential  Foundation Committee, is part of TCEL's program to keep its membership abreast of important current efforts to advance the engineering guidelines, standards and practices used for facilities development and construction in Texas.

he Texas Section of the American Society of Civil Engineers (ASCE) has been working since 1999 to create guidelines for residential foundation engineering.  This effort grew out of the response of many Section members to the Policy Advisory issued by the Texas Board of Professional Engineers (TBPE) in 1998.  The Policy Advisory addressed engineering issues for residential foundation investigation, design, evaluation and/or repair.  Many ASCE practitioners expressed the opinion that technical guidelines should more rightly be created by a technical society such as ASCE rather than by the TBPE. 
     Two Section subcommittees were created in year 2000, each composed of 20 to 30 members.  The Investigation and Design subcommittee is Chaired by Phil King, PE, and the Evaluation and Repair subcommittee by Bob Pierry, PE.  An Oversight Committee was subsequently created to provide guidance and oversight to the subcommittee work, Chaired by Ottis Foster, PE.
     Draft documents were completed in late 2001, and they are being submitted to the Texas Section ASCE Board of Directors at the Spring 2002 Section meeting for preliminary acceptance prior to presenting them to the members and public for comment.  If accepted by the Board, the documents will likely be posted on the ASCE web site (www.texasce.org) and possibly in other news media, as well as this (TCEL's) web site to solicit comments.  After the comment period, the three committees will re-convene to consider the comments and finalize the documents.  The Committee goal is to present final documents to the Section Board at the Fall 2002 meeting in Waco for possible adoption and subsequent publication.
